Statement of Erasmus Policy (global strategy)


Our Mendizabala institute is a public education center that offers a wide variety of Higher and Intermediate Training cycles addressed to the students that want to be part of the labor market as quickly as possible. It is also addressed to the students that want to continue their studies in the University. At the same time, we offer occupational and ongoing training in cooperation with institutions and partners firms.

In today’s economic context, the higher training cycle is linked to investigation and innovation and it must play an important role when providing the qualified human capital that society demands. In this way, we can respond to the new necessities the European economy needs nowadays, in its dedication to generate jobs, economic growth and prosperity.

Together with the Erasmus Charter signature for Higher Education 2014-2020, our institution states that we support the European modernization and the internationalization program in higher education. In agreement with the Bologna process which promotes the European dimension of the educational centers, we assume the participation in the program as a part of our own strategy for the modernization and internationalization. Mobility of students, teachers and non-teachers as well as the participation in European and international cooperation projects, they contribute in an important way to the quality of higher education programs and to the educational, professional and personal experience that students may acquire.

Mendizabala commits itself to contribute to the modernization of the European Union and to the internationalization of higher education, through these actions:

  • Rising levels of educational performance to provide graduates of higher education and researchers that Europe needs.
  • Improve quality and importance of higher education.
  • Strengthen the quality through mobility and cross-border cooperation.
  • Link higher education, researching and labor quality with regional development.
  • Improve management and financing


Mobility organization in training helps people raise their professional, social and intercultural level as well as its competences and employability. This is the cornerstone of the internationalization and modernization of the education and the main tool for the development of the European Center of Higher Education. In order to be successful and profitable and to achieve sustainable results, it is necessary to organize clearly defined activities – before, during, and after mobility – in the framework of a culture of institutional mobility that involves the whole academic community.

To make mobility only in the framework of previous institutional agreements signed between institutions that are holders of the Erasmus Chart for Higher Education, it allows to establish functions and responsibilities from different parties, as well as their commitment with common quality criteria in the selection, preparation, acceptance and integration of the participants into the mobility.

Agreeing with the principles of the Erasmus Chart, this center will work to achieve the goals set there, taking part on the following activities:
Mobility of students, teachers and non-teachers (in Europe and/or/other countries)
Strategic and knowledge partnerships with European and non-European countries, and development of projects of other countries.

Mobility and cooperation are this institute’s main elements of its institutional policy. Therefore:

  • It develops the cooperation with the partners of the European Union or non-EU countries in the framework of a clear strategy for the internationalization.
  • It promotes and supports mobility of students and staff, and develops no discrimination policies.
  • It tracks a clear policy for the development of integrated management and teaching activities (courses, programs, double/multiple grades).
  • It recognizes the importance of providing visibility to the results obtained from the staff members that participate on individual mobility or in cooperation projects with strategic partners.
  • It takes into account the results from the mobilities done to date, so there is a commitment to keep improving on international collaborations. 


This institute is committed to respect no discrimination principles established in the Erasmus Program and guarantees to the participants equality in opportunities and access for mobility no matter what their characteristics are.

In order to make successful institutional agreements and achieve a successful mobility for all the parties, we will have to consider the following organization criteria:

  • To publish and update periodically the Educational Offer on Mendizabala’s website, in advance and specifying in what language the courses are taught, so that everything is clear enough for all the students before choosing the mobility periods.
  • Previous study of the compatibility between two institutions (educational center or company) and establishment of the number of exchanges and the duration of the stay.
  • Academic, linguistic and attitudinal attestation that certifies that participants are well trained for the mobility.
  • 120 hours of English strengthening, especially addressed to those students that want to participate in the mobility and obtain the necessary linguistic competence (B1).
  • Fulfilling the study contract (studies, trainings or a combination of both), an important basic where the success of students mobility is supported.
  • The original center assures the monitoring of the activities of the trainings. This monitoring is done by the training tutor and the company’s instructor.
  • Participants in the mobility have the access to a Corporate Civil liability insurance and an Accident Insurance provided by the Basque Government, together with the European health Insurance Card. It is compulsory to have these insurances.
  • Recognition of the mobility period both in European and non-European countries is guaranteed.
  • Participants will fill a report about a final evaluation of the mobility.


Taking into account the strategy of modernization and internationalization of our institute, and in the framework of previous institutional agreement signed between institutions holders of the Erasmus Chart for Higher Education, the Training Agreement is done and it has to be signed by the student, the original institution and the institution of the destination before the mobility is executed. Tasks have to be detailed on this agreement. This planning has to be approved by all the parties: the two institutions and the participant.

During the whole process of the mobility, participants are assessed and supported by the European Project Coordinator, the Training Responsible from the institute, the Tutor and the company instructor, as well as the teachers from the language department.

One of the key goals of the Declaration of Bologna is the system of credits that enables the recognition of the studies abroad, raising the quality and the mobility of students in Europe.

Once the institute has received the certificate of the training, it will guarantee the recognition of the mobility period in terms of credits provided, in agreement with the conditions established in the framework of the institutional recognition, as stated in the Educational Project of the Center. In the same way, it assures the inclusion of the studies or trainings of mobility successfully made, in the final record of the achievements of the student. The module has 22 credits and a course of higher professional training of 120 credits.

Europass is a five-document system that helps to present abilities and qualifications in a simple and understandable way in the whole Europe: The Europass Curriculum Vitae and the Europass Language Passport can be completed online. The other three documents (Europass mobility, the supplement to the technical degree or the Professional Certificate and the Supplement to the higher degree) are issued from the body responsible in the administration responsible.

Students or staff participating into the mobility must complete the Europass CV, the Cover Letter and a Portfolio of the work done, in English or in the language of the country, in digital format to present to the companies where mobility will be developed.

When training is finished, the company or the organization emits a certificate where it is determined whether the student has successfully finished the mobility.
